Madagascar joined SWA in 2010. The government is engaging partners around 5 objectives: 1) advocacy and substantive research to increase the participation of partners to achieve the vision Madagasikara Madio 2025 and the SDGs, 2) Multi-stakeholder participating in the elaboration and implementation of the Madagascar Emergence Plan 2019-2023 around WASH, 3) engagement in the monitoring mechanism, 4) advocacy for budget increases to support Madagascar, and 5) together with the government, ensuring the harmonization of the interventions in each region to reduce inequalities.
Commitments by the government
Finalize the framework documents governing objectives, commitments and logical frameworks that will serve as a road map to achieving the SDGs by the end of 2019. Including at least: the WASH Sector Policy and Plan, the WASH part of the Madagascar Emergence Plan, the national investment plan and the strategy for the sustainability of WASH interventions and the Water Code.
Increase access to drinking water by 70 per cent by the end of 2023. Become 90 per cent open defecation-free by the end of 2023.
Allocate approximately $180 million to the WASH sector over the next three years (2019–2021), of which about $40 million will be earmarked for sanitation and hygiene. The Ministry responsible for WASH will continue to advocate for a 25 per cent increase in this commitment as early as 2019.
Commitments by partners
From 2019, civil society participation in advocacy towards the Ministry for increased funding to the sector to achieve the SDG 6 by 2030.
Identify the three best practices to improve access to WASH in the poorest and most inaccessible areas, and submit them to the government for implementation.
Every six months, following SWA's high-level meetings, civil society will monitor the implementation of Madagascar's commitments with government and other actors.
