Sanitation and Water for All (SWA) works with partners from six constituencies. While governments have primary responsibility for delivering the Sustainable Development Goal 6, resource mobilization and development of innovative solutions that leave no one behind, require a joint effort by multiple stakeholders, including utilities and regulators.
The Utilities & Regulators Constituency represents public water, sanitation, and hygiene service providers (Utilities) and public authorities responsible for applying and enforcing standards, criteria, rules, and requirements, exercising autonomous authority over the Services, in a supervisory capacity (Regulators). The constituency also includes organizations such as associations and thinks tanks which mandate is in the utilities and regulators space.
All Utilities & Regulators are encouraged to join SWA partner networks or connect to existing multi-stakeholder platforms at the national, regional or global level.
What is the role of utilities and regulators within SWA?
Utilities operationalize water, sanitation and hygiene (WASH) solutions and are in direct contact with the population. Regulators enforce and supervise the implementation of policy. Both utilities and regulators have vast experience “on the ground” and in translating policy to practice. Furthermore, robust institutions in the utilities and regulators space are a catalyst for investment in WASH.
Both utilities and regulators are important stakeholders to include in global and local advocacy for better WASH.

The SWA Strategic Framework is anchored and fosters cross-constituency cooperation and accountability. By joining SWA you will be able to assess and improve your engagement and advocacy efforts, globally, in the region, and in countries where you are active.
